Not being able to use the START button to start the time clock when actively working on a ticket/issue.

Please let us know if you are using any app for time tracking. Several apps can start/stop time on the issue, one of them is our app - Clockwork Automated Time Tracking & Timesheets Pro has this possibility.
So as requested by the others, please elaborate more on this topic.

An app from the Atlassian Market place is being used for our current time clock for our IT team to be able to log in the actual working time on issues. One of the members was having some difficulties and was not able to "start" the time clock. So I am thinking that it had something to do with the permission settings. The problem I am not clear of is that he has always been able to "start" "stop" before but he was using his cell phone.

Hi @[deleted], Atlassian's time tracking itself does not come with a timer feature. If you're looking for an easy to use and highly intuitive time tracking app, I can recommend Timesheet Builder.
Admins benefit from easy team management, and the tool allows the addition of custom worklog attributes like billable, overtime, travel time, and beyond.

are you looking for some sort of timer to track the time spent on an issue into the issue's worklog?
I know this free app for cloud that has a timer you can start / stop in an issue:
