Approvals in a form depending on criterias

Hello Support , 

We have created one form with Smart Forms with various information regarding new employees of our company (access rights , subscriptions etc). Each of these sections (access right per software , or if a user will use subscription services) is being approved by a different approval .

My question is , is there any chance , we can use this form created on Smart Form in our Portal (or without smart form , using a simple form from request types) and depending if a section is fullfilled (and not null) to activate the corresponding approval ? This means that if a section is null (example subscription are not used by the user) the approval for this service won't take any notifications but all the other approvals will take the notification in order to approve the user.
