When a new issue is created, all watchers receive an email but it is very plain, id like to customize it.
Right now the subject is just ;
"Issue Key-## has been created!"
the body of the email is just the original subject line, where can i customize these?

What you are describing sounds like an internal notification. If you are using cloud you will not be able to change the using the directions above as it is for server only. There are a few plugins that allow you to change the emails as well but I don't think any of them work on cloud.
