After creation of Idea we have 5 stakeholders giving different inputs for idea validation in isolation.
A part of this information is in document form
Is there a way to do this validation + Document with JPD idea without Delivery tickets in some other project. (Is contributor role good enough )

Based on what you shared, I'm not entirely sure deliveries are needed. Creating deliveries is also a creator permission, so contributors will not be able to perform this action. Deliveries are typically created after an idea is validated, and not for the "during" / investigation stage of the idea.
Contributors can create ideas (if permitted), as well add insights, comments, votes and reactions. All of these additions can be considered the "validation" of an idea. For more on JPD roles and what is included with each.
Having said that, these are the only fields contributors can add. Contributors are restricted by default from editing an idea, including adding field values. If you need them to have this permission, they would need to be a creator by either being assigned this role, or a custom role with this permission.

Thank you for clarification about the thought process.
In my case Idea is sent to 5 stakeholders for validation from the Parking
Lot.The typical tickets would be R&D Inputs,Packaging Dept. inputs etc. Once these guys provide their own rating/revenue forecast/Documents etc. then Go-No GO of Idea is decided and then JWM project Kicks off.
In such a case how can I use JPD ? Or should I compliment with COnfluence.Any other suggestions please if possible.

Thank you for sharing that information. In that case, these stakeholders would need to be creators (licensed users) in order to complete those tasks.
Deliveries can be created in JWM as well though. There is no limitation here.
