Is there any specific role/ access level required to be able to create a project in Jira Product Discovery?
Can a person who is not a Jira admin can create a project in Jira Product Discovery?
The use case is we want to limit the number of users who can create projects in Jira Product Discovery.
@Deepanshu Natani Please check if the Create team-managed projects permission is enabled for "public". If this is enabled, then non admin users will also be able to create projects in Jira Product Discovery.

As its a part of Jira Family, If you have access to Jira Administration you can create Jira Software, Jira Service Management and Jira Product Discovery projects.
If you login and navigate to Products --> Product Access --> Administration access. You won't see the Jira Product Discovery, JSW, JSM listed there. If a group is added to Jira Administration then that group will get Jira Admin permission and able to create a projects like JSW, JSM and JPD.

Thanks for your reply. In our case, one user who doesn't have admin access was able to create a new project in Jira Product Discovery.
He is a part of the group "jira-product-discovery-users" but not a part of any admin groups.
