Unable to Submit Ideas in JIRA Product Discovery Despite Full Role Assignments

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I have assigned a non-licensed JIRA user all possible roles, including Creator, Admin, and Contributor. Despite this, they are unable to contribute ideas and receive the error message: “You cannot create issues in this project.”
Additionally, the “Create an Idea” button is not visible to them. I have confirmed that they are invited to the project and their roles are correctly assigned. How can I resolve this issue?

Community Leaders are connectors, ambassadors, and mentors. On the online community, they serve as thought leaders, product experts, and moderators.
Navigate to "Features" -> "Create ideas" within the project settings and ensure the "Allow contributors to create ideas" toggle is switched on.
