We have an open internal feature request for this type of functionality - where voting is similar to Jira, and a user can vote on any issue once vs. having to increase the total votes a user can have like with JPD currently.
I've gone ahead and added this Community post as a +1 towards it. Unfortunately we do not have a public URL to share, but the ticket for reference is JPD-48: Have JPD vote feature similar to Jira's
