Contributor idea submission via the top turquoise `Create` button doesn't use the submission form

A contributor submitted an idea via the top turquoise `Create` button instead of the white `Create an idea` button. 

He got a blank description field instead of the template we set up for the idea form.

It'd be great to either make both buttons go through the same form or provide a single entry point to contributors.

Jira Product Discovery is like other Jira projects under the hood. You should be able to import from Trello to Jira Product Discovery by following the instructions here, though I haven't tested it myself. https://support.atlassian.com/jira-cloud-administration/docs/import-data-from-trello/

There is a limitation that Trello attachments will not be brought over though: https://jira.atlassian.com/browse/JRACLOUD-63643
