Brand New JPD User -- What Group Membership Is Needed To Create New Projects?

I just installed this today, and I added my 2 trial users to jira-product-discovery-users-myorg.   They tell me they can see the product BUT they can't create a new project.   Is there some kind of admin group that I am not seeing?   I searched for this info, but I couldn't find anything specific.

This is a matter of Jira system settings, and global permissions, specifically: only users with permission to create team-managed projects can create JPD projects.
