Add attachment greyed out

we'd like to add attachments to our discovery items, there is a link under the description next to the link issue to add an attachment, but it is greyed out.

Is there a configuration setting somewhere that allows this?

Hello Dean ! 

Indeed attachements have their own permissions. Maybe in your project, you have created custom roles that aren't able to add attachements ? 

If you are a project admin, can you check that this permission is checked for the users who have noticed the attachement is greyed out?
