Recently a Stay in the Loop infobox marketing message has appeared in our Jira tickets at the Activity feed.
Given our organisation deals with highly sensitive data any sort of encouragement to download anything is highly problematic.
We are doing a rollout (as in tomorrow night to begin use Monday morning) of some other groups within the organisation towards use of Jira ticketing who need to be reassured as to Jira's security and careful treatment of data so the timing of this campaign could not be worse.

You mean that little pop-up that jumps up after 7 days? If yes, then you can disable it in the advanced configuration.
https://confluence.atlassian.com/jirakb/how-to-disable-jira-insiders-pop-up-dialog-729481701.html (applies also to Cloud)
The Cloud documentation (https://support.atlassian.com/jira-cloud-administration/docs/configure-advanced-settings/) doesn't reference the value, but it' there and can be changed.
Everything else is an individual user setting (https://id.atlassian.com/gateway/api/marketing/email-preferences).
