How do I send a message to a Hipchat room when an issue is first created?

I can send notifications by using post-functions on transitions but there is no create->open transition.

How can I configure JIRA to send a message to a Hipchat room when an issue is created for the first time?

You just add it to the Create transition. Click on the first arrow that is coming into the Open status and then click on Post Functions on the right.

Yup! This transition is only visible in the Diagram view; that's why I couldn't see it.
