backup + restore is the most reliable way, you can still try to migrate instance on your own, just ensure the application is down, you migrate both database and all the files and they are consistent. Obviously doing backup first is still strongly recommended.
Do you want to explain why kind of failures you are getting when trying to restore? Can't really help without more information.
