According to the FishEye Licensing and Purchasing description:
"If using Crucible along with FishEye (in all cases), your FishEye license must have an equal or greater number of users in order to be compatible with Crucible."
What should I do if I want to use more Crucible users than FishEye users with my FishEye/Crucible installation?
As soon as your FishEye/Crucible instance is licensed for both FishEye and Crucible, the number of Crucible users licensed can not exceed the number of FishEye users licensed. Therefore, a second separate instance of FishEye/Crucible needs to be installed and dedicated only for those extra Crucible users. The following changes in functionality will occur when Crucible is used without FishEye.
