OnDemand actually only has one Subversion repository. Each project creates a top-level directory in that repository matching the key of the project. A side-effect of this is that revision numbers are shared across all projects.
There is no theoretical limit to the number of projects you can create. In practice, you may start seeing performing problems with many hundreds/thousands of projects.
