Getting a users email address

The resource at /rest-service/users-v1/{username} requires admistrator access or being logged in as the requested user. We have a script user that we use to generate reports and would like to email the report to users of a review but need a way to get the email address.

Is there a way to get a users email address in the Crucible REST API, without being administrator?

Is there a setting to allow a user to read all user profiles without giving them full adminstrator access?

No there isn't an REST API for that, as it would be a privacy problem to allow fetching emails from users without authentication.
