Crucible admin web console not accessible (http://localhost:8060)

My system has been up and online for quite some time. Unfortunately my predecessor didn't leave me with any documentation and I am a new hire. We recently had a bad week of power outages which caused our servers to reboot unexpectedly. Now we are having issues with fisheye/crucible. I cannot access the web console on the localhost nor can others using the web server address.

I checked my base config.xml and application link in JIRA which all are ok, but the application link says it's "offline". I've searched through a dozen articles and can't find anything to resolve this issue.

If you go to fisheye home directory (FISHEYE_INST), then var/log/atlassian-fisheye-[date].log, you propably will see the answer why web server did not start.

 

Could you contact Atlassian Support to provide detailed information (including application logs) to a dedicated person?

The link betwen JIRA and Crucible/Fisheye is broken. Application link in JIRA says "offline". When I try to access http://<host>:8060 I get a connection refused error on web page.
