We are planning to shut down one of our Perforce servers, which is currently being indexed in FishEye.  We'd like to keep FishEye running so that users can browse the history of the code that came from Perforce after the p4 server is shut down.  Is it possible to run FishEye in this mode ?

Not really with Perforce.

There are some operations for which FishEye goes back to the Perforce for information - notably the display of file revision content. Many things would work - changelist listing, search etc. These are served from FishEye's index. Whilst the latest content of files is indexed, it is not stored and comes from Perforce.
