Do not create incidents by mail

We have migrated to the Jira Cloud, we have previously created projects, with portal clients.
Now, when they send an email to generate a new incident, it crashes in the email reader saying:
"You don't have permission to access this service project."
But the emails are as clients of the project, they should be able to create incidents

Hi Diego - Welcome to the Atlassian Community!

I assume you are working with a Jira Service Management project in Cloud?

If so, go to the Customer Permissions link under Project Settings and check the permissions setup there for customers.

the problem was that there are duplicate users as client and as administrators
