We need recommendations regarding the architecture where we are installing JIRA 8.4.1 in VM located in DCs, and Postrgres SQL 9.6 installed in DB.

We have two DB and two Application servers in our UAT and Prod env. DC.

Please suggest which model to opt for: Active: Active or Active: Passive in case of HA.

See https://confluence.atlassian.com/adminjiraserver/jira-applications-installation-requirements-938846826.html

If you are going with Jira Server, then you have no clustering, so neither of your models apply.  You can get close to active:passive by having a standby service with replicated data that you spin up on primary failure, but it's not quite active:passive.

If you go with Jira Data Centre, then that does Active:Active off-the-shelf.
