If we're looking to stand up both Jira Data Center and Confluence Data Center, is there any overlap at all or are both completely independent builds on completely separate infrastructure?

running Confluence DC and Jira DC on separate hardware stacks is quite common, there is no dependency that would require that the products share e.g the database etc.
