Why is seraph and embedded crowd separated?

Hi. i'm plugin developer.

i read the cook book which say seraph is the authentication framework.

and seraph delegates user management.

but embedded crowd functions authentication includes password matching.

so i wondered that.

so why is seraph and embedded crowd separated? i think seraph and embedded crowd are authentication framework.
