Upgrading from v 2.8.3 to 3.3 with MS-SQL & Windows

To Whom it may Concern:

I have followed your instructions for upgrading my Crowd instance but have failed.

Once I start Tomcat (running start_crowd.bat) the install page where I can click "Set up Crowd" comes up but un-formatted (no theme). 

Next I click on "Set up Crowd" and get a 404 error.

I've followed your instructions to the best of my ability. I do find the instruction quite confusing.

Please advise.

I see that you've been working with our support engineers and it appears you were running into the following bug:
