Upgraded Crowd to 5.2.3. ERROR LifecycleAware.onStart() for rate-limiting-plugin

Hey all,
I'm tasked with upgrading our Crowd instance from 5.1.2 to 5.2.3.
After unpacking and setting everything as it should, I changed the symlink to the new version and Crowd came up as expected. I'm also able to logon, and use other applications via this crowd instance.
However, when checking the logs I noticed an error on the new rate-limiting plugin.
In the UI it is also showing an error: 'Rate limiting might not be working properly' - (StackTrace below)
Another problem I noticed is that the 'Log Scan Analysis' tool fails. This also exists on our previous versions, but I would like to fix it as well :)
I checked the upgrade docs, but nothing appears to be out of the ordinary, except for the Tomcat connector which we don't seem to use.
I have a support zip if needed.
