My co-worker and I were discussing how nice it would be if our Account Services team could look up users in Crowd but not make changes to them. Is there any way to do this?

I don't believe there's a way to do this natively within the Crowd UI, however we've leveraged the REST APIs to extend the functionality of Crowd. It'd take some dev effort, but you'd be able to use the API to do something similar.
