Is there a way to create a report from Crowd that tells me what users have logged in?

https://confluence.atlassian.com/crowdkb/list-the-last-login-date-for-all-users-in-crowd-218278872.html provides you the sql statements to list the last login date for users
You should also have a look to Crowd 3.5 https://confluence.atlassian.com/crowd/crowd-3-5-release-notes-973478342.html as it has the centralized license visibility feature available
