Crowd setup still accessable after successful setup

After completing the setup for Crowd, the setup page is still accessible when accessing the URL, http://site.com:8095. I need to put a blank page there, since it appears that all of the application access it through http://site.com:8095/crowd/.... Is this possible? Maybe something as simple as dropping in an empty index.html page?

Version 2.9.1 (Windows). This is after the initial start of the Crowd/Tomcat using the startup batch file, then, from my workstation (not the server) connect to the http://ip:8095/ and click that Setup button. I went through the entire setup, database, users, etc, and have already created applications and have JIRA and Confluence using Crowd, but, this screen still exists and I can't have it visible or accessible. Anyone tinkering around could click Setup and reconfigure everything.

Other web based app's that I have installed in the past had a "setup" folder that was either deleted on successful configuration or the permissions were set so it no longer was accessible, is it possible the Setup on the server side missed a step in the process?
