At the moment, out of the box, there is no such mechanism in Crowd. But you may find this knowledge base article useful:
it describes how to get users last login time. For last password change you could use similar query but search for the 'passwordLastChanged' attribute.
Please note that at the moment Crowd stores only authentication time, and not the information which application user authenticated with or accessed, so it won't be useful for counting license usage among your applications.
