I set up a server with JIRA, Confluence and then Crowd to administrate the users.
I would like to give a user the ability to change password for JIRA and Confluence.
Can someone explain to me how?

I would gladly help you out on this. Could you try follow up the steps provided in this https://confluence.atlassian.com/display/CROWD/Granting+Crowd+Administration+Rights+to+a+User page. This page provide steps on granting an user administrative rights. By having administrative access the user able to change password for the user management from Crowd which take changes to JIRA and Confluence.
