why is my Confluence (guest) license greyed out ?

how do I enable it ?

Does guest user charges ? If I need read only access, can I just assign this license ?

Hi @Andy Wong 

I would presume that is greyed out because you have already gave access to that user to confluence. If you revoke his confluence license, try to see if you can give him the guest license.
