Alright, so are you looking for who the stakeholders are in general within a company using Jira and Confluence?

To be honest is really depends on what the appliations are being used for. If they are used in a softwared development context you'll have: developers, software testers, business/ functinoal analysts, project managers, people writing documentation, sometimes end users, ...

Sometimes the tools are not used in software development but in an IT support context or even in non-technical contexts like HR/ recruiting. Of course the stakeholders will be different in every context.

But I'm not sure this is the information you are looking for.
