serviceAction There is no Action mapped for namespace /setup and action name

I have just installed a fresh version of confluence 6.4.1 and am getting the error "too many redirects" when i try and browse to confluence.

I have checked the atlassion-confluence logs and this seems to be the issue

"serviceAction There is no Action mapped for namespace /setup and action name"

which seems to send it off in a spiral of incorrect links untill it fails. Can anyone tell me what could be causing this?
