The Master certification is now renamed to Expert. Having several active Atlassian Professional Certifications (or pro skill badge for Confluence) will give the Atlassian Certified Expert "title" to hold. "Active" is important here because certifications do expire, hence the Expert certificate will expire when the first professional certification have expired.
It is somehow difficult to say exact what an Expert certified person has of skills. Atlassian states this
Atlassian Certified Experts are respected for their broad Atlassian skills and the value they bring to organizations and teams. They demonstrate expertise at the highest level. There’s no better way to show your proficiency across Atlassian solutions than through this highly-regarded designation.
This is very general, so below you see more details from a Professional certificate (Managing Jira Projects for Cloud )
Then there are three more lists like this for the Expert certificate I suspect you are refering to by saying Jira Confluence Masters.
I would recommend looking into the three links above to see each list and what's need to pass the exams.
So, "what role do they play". In my experience a certified expert within a field do have a major role as the "person to go to" for advice and guidance, solution design and implementation, implementing best practice, convert user needs to good tool configurations, etc. This applies also to the Atlassian Expert certification. For the role title it depends on the employer (consulting externally, working in internal IT, etc).
