when the setup of confluence is finished (windows) only text is visible in the browser after confluence started. no design. no buttons. nothing. only text. anything else seems like its working. the connection to the postgresql db seems ok.

Typically this issue occurs if the user running Confluence does not have the correct permissions to the Confluence home folder, though there can be other causes. I suggest looking at the “Cause” section of the documentation below to rule out one of the causes:
If you change the file permissions, you’ll need to restart Confluence after to ensure you’re loading it fresh. If that doesn’t help, please refer to the logs in the directory below to see if there are any error messages after the startup:
<Confluence-Home>/logs/atlassian-confluence.log
The home folder is defined in <install>/confluence/WEB-INF/classes/confluence-init.properties file.
