How do I restrict other users from deleting my comment. 
Though I know page admin and site admin can delete, but I don't want other users to delete my comment.

Welcome to the community !!

As a confluence user, you cannot set who can add or delete comments. 

If you are a confluence admin or a space admin, you can go to space settings --> Permissions --> Remove the users/groups from Comment - Delete option. This will remove users access from deleting comments
