I edited my login.vm as shown here and here.
When I restart Confluence the login page {host}/login.action?os_destination=%2F is showing

after the log in box.
What I am putting in is information to help our users move to a federated log in. It is HTML and has links to other pages.
I have it at the end of the body of the code.
