license count problem

We have confluence and jira. We use authentication in Jira. Users from confluence are authenticating in Jira. Confluence is totaly synchronized with Jira

We have license for 50 users.

The number of users from confluence-users and confluence-admin are 47, BUT CONFLUENCE REPORTS 51. Why is that?

The problem is that we can't login to Confluence.
