is sharing and mentioning when using Flexible User License for Confluence - Cost Optimizer

I try to outline the situation: We work with groups per department (synchronized with our AD). If we use this plugin and people use that group to share a page, will everyone in that group get a notification or only the users of that group who currently own a license.
