@Mike Marsicano From what I've seen, this theme is available for you as a user, not to be applied to your entire site. As such, it is available in the menu when you select your avatar. From the release notes (https://confluence.atlassian.com/cloud/blog/2023/08/atlassian-cloud-changes-aug-21-to-aug-28-2023#AtlassianCloudchangesAug21toAug28,2023-confluence ):

I don't see this option myself, so either it is not fully rolled out yet or not available on the free plan.

Hi @Mike Marsicano welcome to the community.  "Dark Mode" in Jira came first.  "Dark Mode" in Confluence is a different animal, and might not be enabled for your cloud site yet.  It's still in Alpha testing.  You can read more about it here, CONFCLOUD-69537 as well as get some instructions for seeing if the theme is available on your cloud site or not.  To quote Alton Brown, "Your patience will be rewarded. " I've been using it for a bit, and having both Jira & Confluence in Dark Mode is much easier on the eyes.

Hope that helps.
