Community Leaders are connectors, ambassadors, and mentors. On the online community, they serve as thought leaders, product experts, and moderators.

Your site administrator adds new users to the system (or allows them to self-sign up), then the space admin can add them to the space permissions.

If a new user is defaulted into the right groups, then they might be added to your space automatically, if the space is configured to use those groups.

Hi Donald - Adding a user depends on your level of permissions and how your cloud products are setup.  If you are a site admin and you are manually managing users, you can go to user management and activate that user for the confluence product.  Check out the documentation here for more information: https://confluence.atlassian.com/cloud/manage-site-and-product-access-744721623.html
