gdk_custom.jar file not found

I'm trying to start Confluence 5.10 and receive the following error

I cannot find the gdk_custom.jar file ANYWHERE

This widget could not be displayed.

Not sure what plugin might have caused this error, but by the look of it, it seems to be produced by ginstall. Check out this link: https://docs.oracle.com/cd/E11882_01/server.112/e10729/ch13custlocale.htm#NLSPG013
