Apaprently this was a cloud bug -

Though I cant load it right now due to maintenance.

base64 authenticated rest calls are now working again.

We are seeing the same problem in cloud.

The confluence's endpoint is /rest/api/content/search?cql=... fails when using basic authentication.

Note that the same operation works when No Auth.
