cannot lock cluster state error message

Hi all,

I have the following issue on the second Confluence node. I looked for it on Google and I did not anything. Do you have an idea on the problem?

This is the issue detail on the server log:
2021-12-21 12:19:06,599 ERROR [hz.confluence.cached.thread-4] [cluster.impl.operations.LockClusterStateOp] log [172.29.11.134]:5801 [confluencecluster] [3.12.11] Still have pending migration tasks, cannot lock cluster state! I recommend you open a ticket with atlassian support and provide the support zip files for analysis.
