How I can get all comments and their child from a page under the confluence cloud version ?

To get all the comments you can use below REST API endpoint:

• wiki/rest/api/content/{ID}/child/comment?expand=body.view&depth=all

Another option should be:

• wiki/rest/api/content/{ID}/child/comment?expand=children.comment

• You could use Analytics which is part of Cloud Premium
