You can't change the author of a page in Confluence Cloud, but you can assign owner(s) to it using the app called Better Content Archiving:
Not sure I understand. Are you referring to an official owner of a page or an attachment? And what do you want this ownership to accomplish?

The first problem is identifying the "owner."
Is the owner, the person that created the page? Made the first edit? Is the sole person with edit restrictions? Is the sole space administrator? Some manual assignee?
