Why does every attempt to add an auto-watch rule hang?

Trying to add an auto-watch rule for a JIRA user.

Every attempt gets a never-ending Ajax spinner, when I click on "Add."

There is no indication of a problem with the JQL syntax.

As you are using a Cloud instance, to have a better information of your instance and help you fixing this behaviour, it would be recommended to raise a new ticket in our support channel, with the Cloud team: https://support.atlassian.com. 

It would be better, because we do have access to your instance and also all the files that would trigger the possibility for this issue.
