Hey,

A user will count towards license if it has Can Use permissions via any group memberships. So if you want a user to stop counting towards your license, you can try removing the user from all groups that have such rights in spaces and pages, for example, confluence-users group.

  1. Go to Confluence Administration > Users & Security > Groups
  2. Click on the confluence-users group, or other groups if you have created them, and check if you see a disabled user that should not have access to Confluence listed there if you do, remove him by clicking on recycle bin icon.
  3. Check the user count in Confluence Admin > License Details, click refresh to check if it has gone down.
  4. If user count has not gone down, try flushing the cache via Confluence Admin > Cache Statistics > Flush All and then checking the user count in Confluence Admin > License Details again.

Hope this helps

Regards,

Igor
