Confluence pricing is per user. The more users you have, the more you pay.

At $6.05 per user, times 8 = $48.40.

Your $19 corresponds to 3 users.

 

Your options include adding Guests instead of adding Users (with limitations that comes with Guests), or use Confluence Free (up to 10 users) with permissions limitations.
