Why can't members on my site add contributors or followers anymore?

For the past couple of months, members within our organization have been able to add contributors/followers to their project pages. 
However, now they're are getting "user not found" when trying to search & tag individuals that are part of out atlas site.

Hi @Sabina Khan and welcome to the Community.

Even as a super admin, I cannot add a watcher to Confluence site's space if that person does not have a seat on the Confluence site even if they an account within the Atlassian Org (and in Atlassian Access).

By definition, if a user doesn't have a seat, they cannot view the content, hence, they cannot follow something they cannot see. So you can't add someone as a watcher if they don't have access.

Based on the details you provided, your Confluence is on the Free tier and is limited to 10 users.

Hi @Kristian Klima thanks for the reply!
Just for clarity, did the features on Atlas change recently, because up until a week and a half ago our Atlas users who were already on our Atlas site were able to tag each other in the comments and add add users within Atlas as followers/contributors to their projects.
