Why can't I move pages between spaces?

According to this article Move and Reorder Pages | Confluence Data Center and Server 8.6 | Atlassian Documentation

o move a page, you need the following permissions:

• 'Add' permission on the page you're moving, and
• 'View' permission on the page's parent page. If you're moving the page to a different parent, you need 'View' permission on the new parent.

To move a page into a different space, you also need:

• 'Delete' permission on the space you're moving from, and
• 'Add' permission on the space you're moving to.

If the page has restrictions, and you want to keep the page restrictions in the new location, you'll also need 'Restrict' permission on the space you're moving to. Alternatively, remove the page restrictions before performing the move.

Which seems reasonable but when I try to do move page in Confluence cloud from one space to another - having privileges above - I get error.

"Only space admins can move content to another space. Contact your admin for help.".

Why are permission above not valid/enough for Confluence cloud?

In Confluence Cloud

When you move pages into a different space, you're essentially deleting them in their current space and adding them to the destination space. With that in mind, make sure you have the following permissions.

In the page's current space:

• Space admin permission

In the destination space:

• permission to View content in the space
•  permission to View the page or pages you want to move
•  permission to Add pages in the space

Any of the spaces' space admins can tell you if you have these permissions or not, and give them to you if you don't. You can see who the space's admins are by going to Space settings in the sidebar, selecting Space details from the Manage space card, and looking at the Administrators field.

Thanks for answer. It is natural that users must have delete privilege in space where page is moved from. But why do the need to be space admins?
